Problem with Win 8.1 startup

Mauro and others, I have a Win 8.1 laptop that I have loaded this time sync program onto.
I also have another PC that I built that runs Win 7 Pro with this time sync program.
The Win 7 PC when it boots up runs this program on start up as normal and the icon
shows in the system tray and syncs on start up.
The problem is with the 8.1 64 bit laptop, upon start up the program will not run.
I have installed it via run as administrator, the box is checked, start on windows start up
and start on system tray and sync on start up.
I created a scheduled task to have it run at start up, but even that task it will not run at start up.
I have the latest version 1.7.
In Kaspersky it is listed as trusted in the programs manager and everything is green to run.
The only way to run it is manually clicking on the shortcut, when this happens the user account control
pops up with yes or no, clicking yes runs the program. I also have copied and placed the .exe time sync
into the start up folder to try and have it run at start up, but no go.
In the BktTimeSync Properties Security tab, every group or users has permissions to allow, checked
in every category except for Special permissions.
In task manager Start up tab, the status is Enabled.
At this point, what is missing? Is it being blocked? When it runs it syncs just fine.
I have the Windows Time Sync disabled to avoid conflict as I have done on the Win 7 PC.
I disabled the user account control and did a restart but again no go to run this program on start up.

Has anyone had this problem on a Win 8.1 system?

Hi Bruce,
the scheduled task is automatically generated by checking "Start on windows startup"

The program is to be started for automatic execution is BktTimeSyncStart.exe not BktTimeSync.exe

Thanks Mauro for the reply. I did indeed create a scheduled task for this.
After I posted this question I noticed another question about Win 8.1.
Since it was in Italian I did not open it at first, I tried to interpret
what was being displayed. On the Edit Trigger window-Begin the task
I had selected (At Startup) but this did not cause the program to run at
start up, I changed this to (At log on) and then restarted with a result
of the program loading and running with the icon in the system tray.
Is it possible to have these screen shots in English and create a
sticky post by you so others who might have the same problem
can create this scheduled task? Win 8.1 is a different beast,
my desktop looks exactly like Win 7 with desktop gadgets.
