Unable to connect from Android app to PC running BktRenote

I get the following error message when trying to connect to the IC7100 :
"Error Connecting:
java.net.SocketTimeoutException: failed to connect to x.x.0.2 (my PC) (port 7060) after 5000ms."

Ports 7060 through 7063 are open (TCP and UDP) in the Windows firewall.
BktRemote also allowed

Ports 7060 to 7063 set up TCP in port forwarding in my router.

Running Windows XP on the PC and Android 5,1 on the smartphone.

IC7100NKT running just fine,
BktRemote show no error on the PC

Help and/or suggestions welcomed

This error indicates that the smartphone can not see the server.

The smartphone can ping the PC successfully.
Ports 7060- 7064 open through firewall as TCP.
Do they need to be UDP?
